Wage garnishment is generally not permitted in Texas, except in the case of court-ordered child or spousal support and some IRS obligations.  When a bill collector tells you he or she is going to garnish your paycheck, he or she is bluffing — or to put it less politely but more accurately, lying.

If you file a Chapter 13 bankruptcy petition, a pay order will issue to your employer to withhold your regular payment to the Chapter 13 Trustee.  This is generally a condition of approval of your plan.
